Mouse moves it, A/D or left and right arrows rotate it.
Collect 1100 dots.
There's a known crash condition; if you try and hoover up a particle while it's over the blue circle, the game hangs. You shouldn't need to do this, but consider it an extra challenge. Latest version should fix this, but please drop a comment on the LD page if it hasn't.

It's a toy particle system, but it's a toy particle system with a goal and escalating challenge - academically, that makes it a game.
